Hubert H. Humphrey Fellowship Program
 
The Hubert H. Humphrey Fellowship Program brings accomplished professionals from developing countries to the United States for a year of study and related professional experiences. Fellowships are granted competitively to professional candidates with a commitment to public service in either the public or private sector in particular fields such as: natural resources and environmental management, public policy analysis and public administration, economic development, agricultural development/agricultural economics, finance and banking, human resource management/personnel, urban and regional planning, public health policy and management, technology policy and management, educational planning, law, civil society human rights democratic development, and communications/journalism.

During their fellowship year, the Humphrey Fellows participate in programs that combine academic coursework with professional development activities. The Humphrey Fellowship is a non-degree program but provides broad, professional enrichment through a combination of activities tailored to each Fellow’s interests. Throughout the year, Fellows may participate in workshops and conferences.

Interested applicants must apply in Vietnam through the U.S. Embassy. To be eligible, the applicant must have an undergraduate degree, five years of substantial professional experience, demonstrated leadership qualities and record of public service, and English fluency. The Fellowship provides for international/domestic travel, tuition, accident/sickness insurance, monthly maintenance, and funding for books and professional activities. The Program does not provide support for accompanying dependents, such as family members.

HUMPHREY FELLOWSHIP 2007-2008:

The Embassy of the United States of America announces the 2007-08 Humphrey Fellowship competition. The Humphrey program is a one-year, non-degree, academic and research program for promising, mid-career professionals from Vietnam who have the potential for advancement in their professions and are committed to public service. Participants spend one year at a U.S. university, during which they will participate in professional affiliations off campus, field visits and conferences and workshops in their field of specialty.

The 2007-08 Humphrey program is seeking qualified candidates in the fields of Agricultural Development/Agricultural Economics, communications/journalism, economic development, educational planning and administration, finance and banking, HIV/AIDS policy and prevention, human resource management, law and human rights, natural resources and environmental management, public health policy and management, public policy analysis and public administration, teaching of English as a foreign language (teacher training or curriculum development), technology policy and management, trafficking of persons, and urban and regional planning.

For drug-related topics, the U.S. State Department cooperates with the National Institute on Drug Abuse (NIDA) in co-funding Humphrey Fellowships for drug abuse treatment and prevention. Candidates in this field must either have a research background in the field or demonstrate an ability to learn to understand the results and policy implications of current research. Candidates will be recruited and ranked together with candidates in other fields, and must complete a supplementary field-specific application page.

Eligible candidates are preferably between 30-45 years old, have at least five years of professional experience (prior to August 2007) commensurate with the type of study and training experience they seek, and should have a commitment to public service and potential for advancement in their professions. They should be oriented toward policy rather than research or technical matters. Candidates should have at least a university degree requiring a minimum of four years of full-time study which has prepared them sufficiently to undertake graduate-level study at a U.S. university. Proficiency in both written and spoken English is a requirement, with a minimum TOEFL score of 525 paper-based, or 195 computer-based. The American Embassy will provide an IIE-administered Institutional TOEFL for eligible candidates who have not taken the TOEFL.

Ineligible candidates include recent university graduates, university teachers with no management responsibilities, individuals who have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2007, and individuals with other recent U.S. experience (more than six months during the five years prior to August 2006).

It is important for candidates to understand the Humphrey program's emphasis on professional development and that it is a non-degree program, with no permission to pursue an advanced academic degree in the United States during the fellowship.

The Humphrey program is highly competitive on a worldwide basis. The American Embassy in Vietnam will nominate no more than eight candidates for the 2007-08 program. The strongest candidates are those who draw a close and clear relationship between the work they now do in Vietnam, the study program they hope to pursue in the U.S. and the value of their U.S. training to their future work in Vietnam, taking into account their potential for leadership and commitment to public service.

The deadline for applications to be received at the U.S. Embassy Public Affairs Section is August 1, 2006. Applications from Quang Tri province to the north should be sent to the Public Affairs Section, U.S. Embassy Hanoi, 7 Lang Ha St., Hanoi. Applications from Thua Thien-Hue Province to the south should be sent to the Public Affairs Section, U.S. Consulate General, 9th floor, Saigon Center Building, 65 Le Loi Blvd., District 1, HCMC.
